Manabe Takumi was the chief of the Private Funeral Division. After the disbandment of the Private Funeral Division, he joins Kakerou as Referee No.29.
Manabe regains his ordinary Referee looks.
Manabe reappears at the start and end of the Side-Manga with the features of Sako's modern artstyle.
Manabe is described by Mitaka as "quite a mysterious man." In Chapter 485. The Manga barely shows any Background Information about him but over the Story we can see many Personality traits.
He loves eggs, philosophical anecdotes and Kiruma Tatsuki. When he was part of the Private Funeral Division, he believed that no one should be able to stand above the police. He was keen on keeping order and believed that the balance of society is based on the police "protecting" the order by "maintaining" the weak and timid citizens. Manabe felt attracted to the idea of joining Kakerou, but also guilty because, to him, Kakerou went against the "order."
During Collecting the Handkerchief's Manabe questions why Tatsuki brought him and Mitaka Hana into Kakerou. He reaches a conclusion by thinking of it as a "change" for the organization, and that change is necessary to grow and survive. Manabe wants to preside over the Surpassing the Leader match because he wants to witness and lay the foundations of "change" within Kakerou, that will be caused by the results of the match.
The Side-Stories of Usogui show that Manabe was a very shy and timid person that feared Mitaka Hana. Mitaka also was able to do his Job as the Private Funeral Division Chief without his Consent, yet Manabe still was scared to talk back.
Manabe is shown to have incredibly high-intelligence compared to the other Referee's. He has shown to figure out the Landmine Strategy of Baku, by one cut of glass. He also had one of the safest strategies in Collecting the Handkerchief's, by remaining in the smoke-zone of the Forest and regulating his Breathing in a way to reduce his thinking-process and let himself only act on instincts, giving Manabe the right amount of Oxygen to breathe properly and act out. The only limit is that Manabe is forced to rest quickly and instantly got taken advantage by Kadokura Yuudai
Manabe is one of the strongest characters in the Series. Possesing more physical strength than Kadokura Yuudai but less than Kiruma Tatsuki. Manabe shows also one of the most precise attacks in the entirety of the Manga and dominated Kadokura the entirety of the Fight, losing only due to the Shock-Vest. Manabe was able to do good damage on a Kiruma Tatsuki who was holding back against him but managed to overpower him in this state but lost the moment Kiruma Tatsuki went serious.
